Federal Research Funding Priorities and Opportunities Ahead: Health Sciences Snapshot

Description: 2021 is already promising to bring significant change to Washington, DC, as the incoming Biden Administration plans to focus on its own set of priorities distinct from those of its predecessor. The health sciences will be in the spotlight, given the President-elect’s deep interests in biomedical research, his stated intentions to ramp up the nation’s response to COVID-19, and Congressional Democrats’ longstanding focus on improving health care in the United States. This presentation will provide an overview of the current federal landscape and anticipated future directions for health sciences research, with a focus on the NIH, HRSA, and related HHS agencies and offices. 

Bio: Libby O’Hare, PhD is a Senior Principal at Lewis-Burke Associates LLC, a leading full service government relations firm specializing in advocating for the public policy interests of institutions of higher education and other research and education organizations.  Libby leads Lewis-Burke’s biomedical research activities, advising clients in the areas of federal research policy and health care, with a focus on the National Institutes of Health (NIH) and agencies that determine grantmaking policies, including the Office of Management and Budget (OMB) and the Department of Health and Human Services (HHS).  Leveraging her prior experiences as an academic neuroscientist, congressional staffer, and National Academies study director, Libby taps into her work with researchers and research organizations to develop strategies and approaches to enhance clients’ biomedical research portfolios and protect them from federal proposals that would undermine efforts to advance critical life sciences research.
